How often must the inventory be updated?
The inventory must be kept permanently up to date. Any addition, removal, or modification of an asset must be recorded immediately. Additionally, a full annual review and verification of the inventory is mandatory to check the accuracy of data and the status of each asset.
What is RBEL?
RBEL (Regulation of Assets of Local Entities) is Royal Decree 1372/1986, the main regulation governing municipal asset inventories in Spain. It defines asset categories, registration and deregistration procedures, public asset control mechanisms, and local entity obligations regarding asset management.
How does the Transparency Law affect the municipal inventory?
Law 19/2013 on Transparency requires local councils to publish information about their assets and property. The municipal inventory must be publicly accessible, allowing citizens to know the assets their council owns. This ensures transparency, accountability, and the right of access to public information.

Patrimonial assets are privately owned by the council, can be sold following legal procedures, and are not directly intended for public use or service. The RBEL regulates both types differently.
How long does it take to complete a municipal inventory?
The timeframe depends on the municipality's size and number of assets.
