Royal Decree 1372/1986, June 13 (RBEL)

Reglamento de Bienes de las Entidades Locales: Main regulation governing the inventory of municipal assets in Spain. It establishes the 8 fundamental asset categories, defines the procedures for registration, removal and modification, and sets the asset control mechanisms that all local entities must apply.

The RBEL requires maintaining a detailed inventory with: unique code, asset description, acquisition and current value, legal status, and supporting documentation.

Law 7/1985 on the Local Government Base

Fundamental law that establishes the legal obligation to create an inventory of all municipal assets and keep it permanently updated. Article 86 states that local entities must keep an inventory of their assets and rights.
